"Opening Doors: The Charter for SME Friendly Procurement" has been produced through Value Wales. This charter is part of a programme of actions to deliver a consistent approach to procurement across the public sector in Wales while at the same time, addressing issues of particular concern to Small and Medium Enterprises (SMEs).

99% of all Welsh businesses are Small and Medium Enterprises (SMEs) and the Welsh Assembly Government recognises and appreciates the very important contribution they make not only to the development of a healthy economy in Wales but to our communities and the environment upon which we all depend.

Our aim is to nurture them, and  further develop their role in fostering economic, environmental and social benefits across Wales.

The ‘One Wales’ progressive agenda for the government of Wales, agreed in June 2007 underlines this aspiration through its commitment to introduce an All Wales Purchasing Code of Practice. This Charter is the cornerstone of this Code of  Practice.
