Report by CQ Consultancy

A team of independent consultants from CQ Consultancy and Bath University School of Management were commissioned to:

• design an evaluation model; and
• to identify early lessons from the six pilot LSBs.

These were shared in a national conference in November 2007 and in a series of regional workshops in Spring 2008.
