Ffynnon – the pan-Wales performance management system

Ffynnon is a nationally procured software solution to meet the performance management requirements of local authorities, fire and rescue services, national park authorities and their partners.

In order to provide a consistent approach and common software platform to the public sector in Wales the five year contract was funded by the Assembly Government.  With ongoing financial support from the Government, Ffynnon has since been continually developed with and by these authorities and national partners.  In doing so, it contributes to the delivery of the Making the Connections agenda and the Wales Programme for Improvement.  

Ffynnon was originally designed as a bespoke software system which provided integrated performance, risk and project management capability and enabled information-sharing within and across organisational boundaries.   Since 2007 the Ffynnon project has extended well beyond the original software solution and now offers an extensive range of implementation consultancy and support for authorities around broader issues of performance management, knowledge management and business change.

Since 2009-10, the Ffynnon programme has also provided support and consultancy for the implementation and effective use of the system for the purpose of enabling and driving the delivery of a consistently high and improving standard of services to citizens and communities.

The Ffynnon programme is fully funded by the Assembly Government until December 2012 for local authorities, fire and rescue services, national park authorities and their strategic partnerships.

Programme partners

The existing Ffynnon programme partners are the:

  • Assembly Government;
  • Welsh Local Government Association;
  • Society of Local Authority Chief Executives (SOLACE);
  • Chief Fire Officers Association (CFOA) Wales;
  • Welsh Association of National Park Authorities (WANPA);
  • local government;
  • fire and rescue services;
  • national park authorities; and 
  • the Arts Council of Wales.

SunGard Public Sector have been contracted to deliver the Ffynnon Programme to these organisations in line with the national programme plan.
