On July 15th, the Auditor General for Wales published a highly critical report on the corporate governance of the Isle of Anglesey County Council.

The report identified several failures of corporate governance and leadership and recommended that the Welsh Assembly Government intervene to secure recovery. www.wao.gov.uk (external link)

The Minister for Social Justice and Local Government accepted this recommendation and on 12 August the issued the Isle of Anglesey County Council with a formal direction using his powers in section 15 of the Local Government Act 1999. The terms of the direction are:

  • to require the Council to comply fully and sustainably with all of the Auditor General’s recommendations as soon as possible
  • to prevent the Council exercising its functions in section 4(1) of the Local Government and Housing Act 1989 to appoint a head of paid service / managing director for a period of two years
  • to prohibit the Council from amending its scheme of delegations (which set out the functions to be discharged by Members, committees and officers) unless to do by the Minister
  • to require the Council to co-operate with a Recovery Board, appointed to monitor progress and advise the Minister and the Council on progress made
