The 2003 Act includes a general power for Best Value Authorities in both England and in Wales to charge for discretionary services. Best value authorities are defined in section 1 of the Local Government Act 1999, and the term “best value” also refers to the Wales Programme for Improvement as it applies to Welsh local authorities. This power came into force two months after Royal Assent on 18 November 2003.
