Guide to the Prudential Framework for Capital Finance for Local Authorities in Wales

The Guide provides an informal commentary and a summary of the key elements of the system that became fully operational on 1 April 2004. The Guide is intended as an overview and summary of the Prudential Framework for Capital Finance for local authorities in Wales. The Guide brings together the strands of the new system and the legal framework in which it operates. However the Guide does not itself form any part of the statutory framework for the prudential system.
