The Welsh Assembly Government commissioned a national evaluation of the effectiveness of the first round of community strategies in Wales entitled 'People, Plans and Partnerships: A National Evaluation of Community Strategies in Wales'.

The research was undertaken by independent researchers from three universities who collected evidence from a large and diverse range of of local and nationalal stakeholders using interviews, case studies and workshops.

The purpose of the research study was to provide an evaluation of the effectiveness of local partnerships and the mechanisms employed to engage with citizens and communitites, and an examination of the fitness of purpose of the implementation and performance management frameworks.

The report makes a total 29 recommendations mainly to the Welsh Assembly Government, local government and Community Strategy Partnerships on issues such as stautory duties, revised Guidance, strategic priorities, resources, policy integration and performance management frameworks.
