In 'One Wales' we committed to ensure an additional 6,500 affordable homes were delivered in Wales between 2007 and 2011. This research examines the barriers to the delivery of affordable housing in rural Wales.The report also identifies key enabling factors and good practice.

The research was carried out by the Centre for Regional Economic and Social Research at Sheffield Hallam University. It included:

  • a literature review, interviews with key stakeholder organisations;
  • a survey of local planning authorities;
  • case studies of seven local planning authority areas; and
  • studies of individual affordable housing developments in rural areas, including Community Land Trusts.

The report presents the findings and sets out recommendations for local authorities, local planning authorities and the Welsh Assembly Government.
