This Statistical Release on the Welsh Housing Quality Standard (WHQS) as at 31 March 2012 produced by the Welsh Government was published on 15 October 2012, according to the arrangements approved by the UK Statistics Authority.

This Statistical Release presents information from the new annual data collection introduced in July 2012 to measure the progress made by social landlords (local authorities and registered social landlords) in achieving the Welsh Housing Quality Standard (WHQS) for all of their stock.

This is the first in a series of annual Statistical Releases. It covers compliance with the WHQS by all social landlords in Wales as at 31 March 2012 and also provides information on compliance with the WHQS by component type. The WHQS was first introduced in 2002 and aims to ensure that all dwellings are of good quality and suitable for the needs of existing and future residents.

The key points from the latest release are:

  • At 31 March 2012 a total of 72,329 social housing dwellings (33 per cent) were fully compliant with the WHQS and a further 19,825 dwellings (9 per cent) were compliant subject to acceptable fails.
  • A greater proportion of registered social landlord (RSL) dwellings had achieved full compliance at 31 March 2012 at 40 per cent (53,260 dwellings) compared to 22 per cent (19,069 dwellings) of local authority dwellings. RSLs also had a higher proportion of their dwellings achieving compliance subject to acceptable fails at 14 per cent compared with 2 per cent of local authority dwellings.
  • The components with the highest level of compliance for all social landlords were ‘Windows‘ and ‘Mains powered smoke detectors’, whilst ‘Kitchens’ and ‘Bathrooms’ had the lowest compliance at 31 March 2012.
