The latest National Statistics on Welsh Local Government Finance 2010 produced by the Welsh Assembly Government were released on 28 September 2010 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on Local Government Finance include data for Wales for the period 2008-09 outturn and budgets for 2009-10 and 2010-11.

The key points from the latest release are:

2008-09 outturn

  • Gross revenue expenditure, including spending financed by specific grants, stood at £7,184 million or £2,402 per head of population.
  • Capital expenditure was £1,128 million, of which £238 million was expenditure on housing and £204 million was expenditure on education.

2009-10 outturn

  • By 31 March 2010 councils had collected an estimated 96% of all council tax due for 2009-10, which was 99% of the amount budgeted to be collected.

2010-11 budget

  • Local authorities budgeted to spend £2,525 per head of population or £7,549 million on gross revenue expenditure.
  • Provision for education services accounted for 34% of the total budgeted gross revenue expenditure, social services for 19%, whilst police and fire services accounted for a further 9% and 2% respectively.
  • Local authorities forecast capital expenditure to be £1,083 million in 2010-11.
  • The total number of dwellings liable for council tax in Wales in 2010-11 was 1,320,647.  The average band D council tax across Wales for 2010-11 was £1,127, a rise of 3.7% over 2009-10.
