The latest National Statistics on Council Tax Levels: 2011-12, produced by the Welsh Assembly Government were released on 24 March 2011 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on Council Tax Levels include data for Wales for the period 2011-12. The latest release updates the statistics previously released on 25 March 2010.

The key points from the latest release are:

  • Average band D council tax for Wales for 2011-12 is £1,162.  This includes £954 for county councils, £183 for police authorities and £25 for community councils.  Figures for billing authorities, including the police authority elements, vary from £923 in Pembrokeshire to £1,426 in Blaenau Gwent.
  • County council increases in band D council tax for 2011-12 average £28 or 2.9%. Police authority increases average £8 or 4.3%. These increases combine to produce an average band D rise of £35 or 3.1%.  This is the smallest percentage increase since council tax began in 1993-94."
  • Gwynedd has the largest band D percentage increase (including community council and police) of 3.9% Caerphilly has the smallest overall band D percentage increase of 0.6% with no increase to their county council element.
  • In Wales, average band D council tax will increase by 3.1%.  In England, authorities receive funding in return for freezing their council tax in 2011-12.  As a result, council tax in England is unchanged compared to the previous year.
  • Welsh average band D council tax is 81% of the latest estimated figure of £1,439 for England.
