The latest National Statistics on Council Tax Levels: 2009-10, produced by the Welsh Assembly Government were released on 25 March 2009 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on Council Tax Levels include data for Wales for the period 2009-10. The latest release updates the statistics previously released on 25 March 2008.

The key points from the latest release are:

  • Average band D council tax for Wales for 2009-10 is £1,086.  This includes £894 for county councils, £168 for police authorities and £24 for community councils (table 1).  Figures for billing authorities, including the police authority elements, vary from £864 in Pembrokeshire to £1,325 in Blaenau Gwent (chart 2).
  • County council increases in band D council tax for 2009-10 average £35 or 3.9%. Police authority increases average £8 or 4.9%. These increases combine to produce an average band D rise of £42 or 4.1% (table 2).
  • North Wales and South Wales Police authority have a percentage increase of 5.0%, Dyfed Powys Police has an increase of 4.9% and Gwent Police authority has an increase of 4.5% (table 2).
  • Blaenau Gwent has the largest band D monetary increase (including community council and police) of £61.  Caerphilly has the smallest overall band D monetary increase of £28 (table 2).
  • Council tax is increasing by an estimated 3% in England compared to 4.1% in Wales. The average band D council tax in Wales is around ¾ of the latest estimated figure of £1,414 for England.
