The latest National Statistics on Local Authority Capital forecast: 2009-10 produced by the Welsh Assembly Government were released on 4 June 2009 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on Capital forecast expenditure and financing by Welsh authorities include data for police, fire and national park authorities, for 2009-10. The latest release updates the statistics previously released on 5 June 2008.

The key points from the latest release are:

  • Total forecast capital expenditure as reported by Welsh local authorities, including police, fire and national park authorities, for 2009-10 is £928 million.  This represents a decrease of £55 million or 6% on the previous forecast year.
  • Forecast expenditure is lower for 2009-10 due mainly to a large decrease in the use of capital receipts.
  • Police authorities report an increase of 2% in their forecast capital spending to £44 million, while fire authorities show a decrease of £11 million to £17 million, mainly due to the relocation of South Wales Fire and Rescue headquarters in 2008-09.
  • Housing services account for 23% of the total capital forecast in 2009-10, education services 23% and roads and transport 16%.
  • 63% of the funding for this expenditure is in the form of external support, mainly from the Welsh Assembly Government in grants and supported borrowing.  The remaining 37% is from authorities own internal financing.
  • The unsupported borrowing element of internal financing is forecast to increase by £69 million or 60% to £184 million.
