The latest statistics on learners in post-16 education and training, for the period August 2009 to July 2010, produced by the Welsh Government were released on 21 June 2011 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website The Learning Network Analysis bulletin provides data about post-16 learners (excluding learners at higher education institutions) in Wales at both a national and regional level. It is intended as a source of information to support national and local strategic planning and policy making within the post-16 education and training sector.

The information within this bulletin relates to Welsh-domiciled learners enrolled during the 2009/10 academic year at further education (FE) institutions, other training providers, local authority community learning providers and school sixth forms in Wales. The analysis also includes Welsh domiciled learners enrolled at further education institutions and other training providers located in England.

The data has been sourced from the Lifelong Learning Wales Record (LLWR), Post-16 Pupil Level Annual Schools Census (PLASC) and the Individualised Learner Record (ILR).

The key points from the bulletin are:

  • The total number of Welsh domiciled learners was 3.2 per cent lower in 2009/10 than in 2008/09 on a comparable cohort basis.
  • In 2009/10 there were 299,045 learners domiciled in Wales and pursuing learning at a further education (FE) institution, other training provider, local authority community learning provider, school sixth form or provider located in England.
  • 62.5 per cent of learners were enrolled at FE institutions (including their training subsidiaries), 15 per cent were enrolled at other training providers, 7.5 per cent were enrolled at local education authority community learning providers, 10 per cent were enrolled at school sixth forms and 5 per cent were enrolled at English providers.
  • Despite the 3.2 per cent decline in overall learner numbers this trend was not mirrored by every local authority, although the majority of authorities did see some decline. Merthyr Tydfil showed a 15 per cent increase in learners whilst Torfaen had a 12 per cent decrease, both relative to their 2008/09 figures.
