This programme supports our commitments to reduce climate change, help eradicate fuel poverty and boost economic development and regeneration in Wales.
Building Regulations set standards for design and construction which apply to most new buildings and many alterations to existing buildings.

We established a group containing key members of the building industry, housing and voluntary sectors in Wales called the ‘Wales Low/Zero Carbon Hub,’.

The Hub aims to help Wales achieve its carbon emissions reduction targets.

The Hub works with and supports the work of the Design Commission for Wales, the Sustainable Futures Commission and Constructing Excellence in Wales.

In the future we want all new buildings in Wales to achieve a zero carbon standard. We are also committed to reducing green house gases in Wales by 3% a year from 2011 in policy areas we control.

Our work on future changes to Welsh Building Regulations will help us move towards zero carbon buildings.

The hub provides leadership to:

  • cut emissions from all buildings;
  • promote commercial opportunities from low carbon building; and 
  • investigate what skills and training are needed to achieve this in the construction industry.

The group will also co-ordinate the 53 organisations who have signed up to Wales’s Green Buildings Charter, the first of its kind in the UK.

The hub and our Green Buildings Charter are a demonstration of how groups from all over Wales are ready to work together to help Wales reduce its carbon footprint.

Welsh Future Homes

Four showcase experimental low energy homes have been built at The Works: Ebbw Vale. These are an education resource for the construction industry in developing future houses.
