During the development of the National Transport Plan (NTP) a Strategic Environmental Assessment (SEA) was undertaken.

The SEA of the NTP was undertaken in line with the SEA Regulations for Wales. These Regulations implement the requirements of European Union Directive on the assessment of the effects of certain plans and programmes on the environment, commonly known as the 'SEA Directive'.

The main output from the SEA has been an Environmental Report which was published in August 2009 alongside the draft NTP.

The SEA Regulations require that a 'statement' be made available to accompany the adopted plan or programme which must contain information on:

  • How environmental considerations have been integrated into the plan or programme;
  • How the Environmental Report has been taken into account;
  • How opinions expressed in relation to the consultations on the plan/programme and Environmental Report have been taken into account;
  • The reasons for choosing the plan or programme as adopted, in the light of the other reasonable alternatives dealt with; and
  • The measures that are to be taken to monitor the significant environmental effects of the implementation of the plan or programme.
