This guidance explains how Welsh seat belt legislation complements both the UK and EU legislation governing the provision and use of seat belts on dedicated learner transport.

This advisory guidance is intended for the use of bus operators, local authorities and governing bodies of maintained schools to make appropriate preparations.  

Under the Safety on Learner Transport (Wales) Measure 2011, all passenger seats on buses used for dedicated learner transport must be fitted with seat belts as of 1 October 2014.  

The guidance sets out the operational framework governing the provision and use of seat belts on buses used for dedicated learner transport and describes the duties and responsibilities that will be expected of the relevant stakeholders.
