Local Statutory instruments include Highways Orders, temporary and permanent traffic orders. From this section you can access the latest documents which are available to download.
Non-Statutory Instruments issued by Welsh Ministers include codes of practice and guidance.
Draft Local Statutory Instruments are National Assembly for Wales subordinate legislation made by Statutory Instrument, which are local in nature.
Draft Non-Statutory Instruments are Assembly subordinate legislation, which is not required to be made by Statutory Instrument.



We are responsible for the production of statutory Orders and related statutory procedures required for improving and maintaining the trunk road and motorway network and stopping up of highways for local development.

Such Orders seek and provide the necessary legal authority to do this.

Trunk Road/Motorway Schemes - These involve the drafting and publication of statutory Line, Side Roads and Compulsory Purchase Orders under the Highways Act 1980/Acquisition of Land Act 1981.

Line Orders - These establish the route of a new road.

Side Roads Orders - These deal will local ancillary highways/access issues such as stopping up and providing new highways/private means of access and any improvements required to the local highway network as a consequence of the new road.

Compulsory Purchase Orders (CPOs) - Required to secure the necessary land and rights in pursuance of line and or Side Roads Orders or maintenance and improvement schemes.

Draft Orders are open to objection which if unresolved may lead to a Public Inquiry.

Traffic Regulation Orders

These concern both Temporary and Permanent Traffic Regulation Orders under the Road Traffic Regulation Act 1984 that either restrict or prohibit traffic on trunk roads for safety reasons.
